Use this when a partnership runs inside a regulated frame — payments
scheme rules, federal contract vehicles, public tenders, or medical
education programs. Start from the motion in play, the governing rules,
the partner's standing, and the Legal or Compliance owner.
## Name the frame first
Which regime governs, which clauses bind us, and who in Legal or
Compliance owns the interpretation.
Regime questions are asked before the motion is designed, never after it
is half-built.
## Run the motion inside the frame
- Payments: scheme-rule checks and dispute triage.
- Federal: vehicle qualification and bid compliance against the Federal
Acquisition Regulation and its defence supplement.
- Tenders: qualification-to-award tracking.
- Medical education: approved-content rules and healthcare-professional
interaction rules.
