Verifies the workflow-installed prerelease ALTool executable is used for every reproduction command.

  • Ensures the correct prerelease ALTool version is used, avoiding repository-built or cached executables.
  • Depends on ALTOOL_PATH and ALTOOL_VERSION environment variables and the ALTool --version command.
  • Checks the executable exists at ALTOOL_PATH and its version matches ALTOOL_VERSION, throwing errors otherwise.
  • Provides clear error messages when the expected ALTool is missing or version mismatched.

Resolve ALTool only from `ALTOOL_PATH`, then verify it matches `ALTOOL_VERSION`:

```powershell
$altool = $env:ALTOOL_PATH
if (-not (Test-Path -LiteralPath $altool -PathType Leaf)) {
    throw "Prerelease ALTool not found: $altool"
}
$actualVersion = (& $altool --version 2>&1 | Out-String).Trim()
if ($actualVersion -ne $env:ALTOOL_VERSION) {
    throw "Expected ALTool '$env:ALTOOL_VERSION', got '$actualVersion'."
}
```

Do not use a repository-built, globally cached, or separately downloaded executable.
