  • Loads canonical scan history from `memory/vuln-scanned.json` to track changes.
  • Deploys GitHub API calls to fetch current state of PRs, advisories, and queued drafts.
  • Compares the loaded data with live GitHub information to identify merges, stale open PRs, and queued drafts exceeding a safe window.
  • Sends notifications or updates to maintainers for actions required on identified issues.
