Generates a fleet-wide scorecard for runtime discovered instances

  • Reads precomputed data from `/tmp/fleet-scorecard/scorecard-body.md` and `/tmp/fleet-scorecard/metrics.json` to create the scorecard.
  • Deploys the scorecard to `memory/scorecard.md`, appending a trend row to `memory/scorecard-history.csv`. Uses existing network access for file operations.
  • Applies voice matching logic from `soul/SOUL.md` and `soul/STYLE.md` if they exist, otherwise uses a clear, direct, neutral tone.
  • Publishes the scorecard in markdown format to facilitate quick review by operators.
